Does my Ipswich food licence transfer to the buyer?
No. Ipswich City Council’s page for purchasing an existing business states that food licences do not transfer as part of the sale. The buyer applies for their own, using the Fixed or Mobile Food Business Licence application form with a Food Safety Supervisor certificate of attainment and payment.
Two further council statements change the settlement mechanics. Council may take up to 30 days to assess and decide the application, and council does not conduct pre-settlement inspections, so the inspection happens after settlement and has to be completed before trading begins.
So a buyer cannot get the premises inspected before contract, and cannot trade on the day they take the keys. Lodge the application early, write the contract to survive the gap, and make sure the premises will pass an inspection first time. A vendor who has let the premises drift is creating a settlement risk they will pay for.
I run a cafe in Gatton or Boonah. Is the position the same?
It is not published in the same terms, and that is the honest answer. Neither Lockyer Valley Regional Council nor Scenic Rim Regional Council states a position on transfer on a change of ownership in the sources checked.
What each does publish is fees. Lockyer Valley lists 2026-27 fees of $275.00 for a low risk business, $515.00 for a category 1 high risk premises and $680.00 for a category 2 high risk premises, issues licences for up to three years, requires a food safety supervisor and applies a suitability test covering skills, relevant convictions and any history of suspended or cancelled licences. Scenic Rim publishes a $121.00 variation fee for a change of licensee details for 2026-27.
A variation fee implies a variation rather than a fresh application, but neither council confirms that in writing, so do not rely on the inference. Ask your council in writing before you agree a settlement date.
Can my footpath dining licence go to the buyer?
In Ipswich, yes. Council treats footpath dining as a commercial activity on a local government controlled area or road, and an existing valid licence can be transferred to a new owner. A transfer fee applies where the renewal amount on the existing licence has been paid. Public liability insurance of a minimum $20 million is mandatory.
There is a catch in the timing. Approvals are issued per financial year for up to 12 months and expire on 30 June regardless of when they were issued. If you settle in the second half of a financial year, your buyer inherits a permit with less than a full year to run.
There is also a catch in the paperwork. Ipswich Local Law No. 3 (Commercial Licensing) 2013 section 11 requires the written consent of the person receiving the transfer and the written consent of the owner of the premises. On leased land that means your landlord signs too, and the same applies to a kennel, cattery, stables, caravan park or entertainment venue licence.
Who handles trade waste, the council or someone else?
Urban Utilities. It is the water and sewerage service provider for Brisbane, Ipswich, Lockyer Valley, Scenic Rim and Somerset, so trade waste for all three councils on this page sits with it rather than with the council.
That catches a food manufacturer, a commercial kitchen, a laundry, a mechanical workshop or an abattoir anywhere in the region. A buyer who asks the council about trade waste in Gatton or Boonah is asking the wrong body.
The practical point is your due diligence file. If it holds only council correspondence, it is incomplete. Get the Urban Utilities paperwork in before a buyer asks for it.
I run a transport business in Ipswich. How deep is the buyer pool?
Deep, and it is the defining feature of the local economy. At 30 June 2024 there were 2,123 transport, postal and warehousing businesses in Ipswich City, 16.3 per cent of the local base against 7.7 per cent for Queensland, an index of 2.12. That is 5.4 per cent of every transport, postal and warehousing business in the state.
Ipswich holds more transport businesses (2,123) than professional, scientific and technical services businesses (1,261). The corridors behind that are named: Transport and Main Roads describes the Warrego Highway as Queensland’s principal east to west freight corridor from Ipswich to Charleville, and council states nearly 30,000 vehicles a day use the Cunningham Highway in Ipswich.
You are also competing for those buyers. Logan sits at an index of 2.10 on a transport business count more than twice the size, so a buyer looking for a South East Queensland freight business has two clusters to choose from. Documentation and contract security are what separate you.
I grow vegetables in the Lockyer Valley. What is the buyer actually buying?
Water reliability and land, on the strength of numbers that are hard to match anywhere in the state. At 2020-21 the Lockyer Valley held 10,148 hectares of vegetables, 26.0 per cent of Queensland’s entire vegetable growing area of 39,108.9 hectares, and the largest vegetable area of any local government area in Queensland.
The gross value of agricultural production in the Lockyer Valley in 2020-21 was $375.9 million, of which $348.3 million was crops, so 92.7 per cent of the value was crop value. Scenic Rim, by contrast, is livestock: $125.4 million of livestock slaughtered against $122.1 million of crops, with 3.53 million meat chickens and 15,951 dairy cattle.
So a buyer prices your water history, your soil, your packing and post harvest arrangements and your customer contracts. Seqwater’s Central Lockyer Valley Water Supply Scheme, built around Bill Gunn Dam, Lake Clarendon, weirs and the Morton Vale Pipeline, is the infrastructure behind that history.
Will the Lockyer Valley and Somerset Water Security Scheme lift what my farm is worth?
Not yet, and it should not be priced as if it will. The 2026-27 Queensland Budget carries $5 million over two years for detailed design, refined cost estimates, site investigations, approvals and customer engagement, targeting a project that is construction ready by 2028.
The stated scope is to make greater use of the Western Corridor Recycled Water Scheme to supply 22,000 megalitres of additional irrigation water. Regional Development Australia Ipswich and West Moreton records projected outcomes of $270 million a year of additional agricultural output, approximately 4,000 existing jobs protected and around 600 additional full time positions.
Those are projections attached to a project that is not under construction. Value a horticulture business, an irrigation contractor or an agricultural services business on its historic water reliability, and put the scheme in the pack as published fact rather than as an assumption.
My Ipswich premises floods. What does that do to a sale?
It moves the conversation from weather to planning. Ipswich City Plan 2025 maps flood risk using Annual Exceedance Probability and sorts properties into five Potential Hydraulic Risk levels from extreme to very low. The worst affected land sits in a Limited Development Zone, which restricts new development while preserving existing lawful uses.
The Bureau of Meteorology states that over 7,000 Ipswich properties are flood affected once the Bremer exceeds 19.25 metres. Recorded peaks at Ipswich are 24.50 metres in February 1893, 20.70 metres in January 1974, 19.40 metres in January 2011, 16.72 metres in February 2022 and 11.47 metres in March 2025.
For a tenant business in that zone, the income stream survives but there is no expansion path on that site. For a freehold buyer, the purchase is an existing use right rather than a development site. Insurance, lease make good and any relocation contingency sit on top of that, so get the mapping for your address before you go to market.
Ipswich has a new planning scheme. Does that affect my sale?
It affects any part of your value that rests on a zoning, an approval or an assumed use right. Ipswich City Council adopted Ipswich City Plan 2025 on 29 May 2025 and it commenced with the Local Government Infrastructure Plan on 1 July 2025, replacing the 2006 Ipswich Planning Scheme that had run for nearly two decades.
So any commercial property with an approval or a zoning assumption predating 1 July 2025 now sits under a different instrument. What the new scheme says about your site is a live question on every Ipswich sale.
Superseded planning scheme requests carry statutory deadlines, so this is a diary item, not a background note. Get the current position for your address into the pack rather than leaving it for a buyer’s solicitor to raise.
Why is my Scenic Rim buyer pool different from an Ipswich one?
Because the local market is smaller and older. At 30 June 2024 Scenic Rim had a median age of 46.7 years against 33.7 years in Ipswich, thirteen years older, and the lowest working age share of the three councils at 59.5 per cent.
The business structure follows. Two thirds of Scenic Rim businesses, 66.7 per cent, were non employing at 30 June 2024, and in 2023-24 the region recorded 623 exits against 606 entries. A business that depends on the owner’s personal relationships and personal labour has a very thin local market.
So expect to market to buyers from Ipswich, Logan and the Gold Coast, and expect a longer campaign. The 2024 median established house price in Scenic Rim was $800,000 against $635,000 in Ipswich and $585,000 in the Lockyer Valley, so incoming buyers are often financing a lifestyle move against residential value rather than pricing on an earnings multiple.
My business is inside the Bromelton State Development Area. Who decides approvals?
The Coordinator-General, not Scenic Rim Regional Council. All development applications inside the State Development Area are assessed and decided by the Coordinator-General. Council handles other assessable development, such as reconfiguring a lot.
Bromelton was declared in 2008, about 6 kilometres west of Beaudesert and 75 kilometres south of Brisbane. It covers 15,610 hectares with approximately 1,800 hectares designated for major industrial uses, across six land use precincts plus a sub precinct, with direct access to the standard gauge Sydney to Brisbane rail corridor.
That is a one line answer with a large consequence. A business two kilometres outside the boundary has a different approval authority to one inside it, so name the correct authority in your information memorandum and hold the correspondence to match.
A lot of my revenue comes from RAAF Base Amberley. How should I present that?
Separately, and before a buyer asks. Amberley is Defence’s largest operational air base, established in 1940, hosting the headquarters of No 95 Wing and No 96 Wing among 13 major organisational elements in residence. Ipswich City Council records approximately 5,000 employees there, and Defence does not publish a personnel count.
The base reaches further into the local economy than one customer list suggests. At the 2021 Census 3,248 Ipswich residents were serving members of the Australian Defence Force, 1.9 per cent of the population, a further 6,810 had previously served, and public administration and safety employed 9.0 per cent of employed Ipswich residents. Council records public administration and safety as the city’s second largest export industry at $1.4 billion, 19.7 per cent of all exports.
So base dependent revenue is concentration risk that hides inside an ordinary looking customer list. It moves with a posting cycle, a procurement decision or a program ending. Split it out in your figures so a buyer can price it rather than fear it.
Does my environmentally relevant activity transfer in Ipswich?
Yes, with two signatures and a registration. Ipswich City Council administers five devolved activities: ERA 6 for manufacturing more than 1,000 tonnes of asphalt in a year, ERA 12 for plastic product manufacturing above thresholds, ERA 19 for hot forming 10,000 tonnes or more of metal in a year, ERA 38 for surface coating above specified tonnages, and ERA 49 for operating a boat maintenance or repair facility on a commercial basis.
On transfer both the existing holder and the proposed new holder sign the form, and the new holder must be a registered suitable operator with the Queensland department. That registration is not instant, so start it early.
ERA 19 and ERA 38 are the two that catch Ipswich engineering and fabrication businesses. Renewal notices issue about four weeks before the 30 June due date. Larger activities at Swanbank and New Chum, including landfill and composting, sit with the State rather than council.
Will the 2032 Games lift demand for my business here?
There is no published basis for saying so. The Queensland Government’s 2032 Delivery Plan venue list places no venue and no athletes village in Ipswich City, the Lockyer Valley or the Scenic Rim.
The venues sit in Brisbane, on the Sunshine Coast, on the Gold Coast, at Logan Central, at Petrie, at the Redland Whitewater Centre, at Barlow Park in Cairns, at a rowing facility in Rockhampton and at the Toowoomba Showgrounds. Ipswich City Council has escalated securing a Games legacy to a top council priority, which is an advocacy position rather than an allocation.
Telling a buyer that a Gatton cafe or a Beaudesert workshop will benefit from Games demand is a claim the published venue list does not support. It is also the kind of claim that costs a vendor credibility with an informed buyer, and credibility is worth more than the claim.

Is now a good time to sell in the western corridor?
For civil, transport, plant hire and trade services businesses with capacity, buyer appetite is genuinely strong at the moment, driven by ongoing corridor development and the infrastructure pipeline. That is a market condition rather than a permanent state. Whether it is the right time for you depends on where your business sits, which is what an appraisal establishes.
